 Los Osos Internet Troll promotes "healing" This report is based on research that tracked online activity of Los Osos residents since the 2005 recall elections, which effectively stopped the controversial wastewater project on the Tri-W site. The recall was followed by a handful of lawsuits filed by contractors and a local group run by two of the three recalled district board members. Online, there was outcry from anonymous residents who — for more than five years — have conspired to undermine the “obstructionists” who were in support of recall efforts. Their campaign against the “obstructionists” persists to the present.
“Check this out. This is scary,” wrote former Los Osos Community Services District president Lisa Schicker to supporters in July 2006. Elected in November 2004 as a candidate who fought for an “affordable, environmentally superior sewer project,” Mrs. Schicker provided a link in her e-mail to comments made about her by anonymous pseudonyms on a message board operated by The Tribune.

Though she had no power or authority over the Los Osos wastewater project during her tenure on the board, former Los Osos Community Services Director Maria Kelly may have promoted the Los Osos wastewater project on her boyfriend’s — County Public Works’ Paavo Ogren — behalf through election campaigning, word-of-mouth at various community events, and progressive board action that allowed a controversial contractor to participate in the wastewater project. Given the seemingly lopsided results of the Proposition 218 assessment and the community survey, the County of San Luis Obispo benefited from her free marketing.

Former Los Osos Community Services District Director Richard LeGros’ stinging press release on Thursday, April 1, announcing the Taxpayers Watch settlement was peculiar. It was peculiar because LeGros misinterpreted the terms of his own settlement. Unsurprisingly, LeGros’ vitriol toward the “CSD5″ overwhelms any substance that might be found in this incomplete agreement.
LeGros claimed that the settlement recovered $1,310,301.52 that had been “misappropriated” by the “CSD5,” when it doesn’t actually say that at all.
